Step 1: Prepare the Dough Base

In a medium saucepan, combine water and butter.

Heat the mixture over medium heat until the butter completely melts. Stir occasionally to prevent the mixture from boiling over.

Add the salt and flour to the saucepan.

Stir vigorously with a spoon or spatula until the mixture forms a dough and pulls away from the sides of the pan.
